Obligate Funds


Concept

In this topic, you will learn how to obligate funds.


Steps:

  1. Click the Obligate Funds menu item to begin the process of obligating funds.

  2. Enter the correct information into the Fiscal Year field.

     

    For this example, enter a valid value e.g. "2022".

  3. Enter the correct information into the CFDA/Subprogram field.

     

    For this example, enter a valid value e.g. "84.004A".

  4. Click in the Award Type field to display the list of award types.

  5. Select the Discretionary list item.

  6. Click in the Action type field to display the list of action types.

  7. Click the New Competition list item.

  8. Click the Search button to search for competitions which meet the search criteria.

  9. Click the Select radio button to select the schedule you want to obligate.

  10. Click the Obligate Funds button to move to the Obligate Funds tab.

  11. Note:  The system will only display applications which have the status of "Printed."  The applications cannot be obligated if they have not been printed.

  12. Note:  If you have the Program Office Scheduler role, you can click the Grant Schedule Estimates link to view and modify the schedule.

  13. You may review and, if necessary, update the grant schedule estimates.  After you are finished, you will return to the Obligate Funds page.

  14. Click in the Actions field for the application listed to display the list of available actions.

  15. Click the Obligate list item.

  16. Note: When there is more than one application, you have the option of applying the same action to all of them.

     

    To do so, click in the Apply to All field.  Then, select the appropriate action and click the Apply to All button.

  17. Click the Continue > button to move to the Summary tab.

  18. After reviewing the information, click the Submit button to submit the obligation to the system.

  19. After submitting the obligation, the following will happen:

     

    - a message will appear confirming that the obligation was sent to FMSS 

    - the FMSS Transaction Log will appear

    - the Funding Status of the award will change to "Pending Obligation".

  20. The Transaction Log will display four steps.  Allow some time for all of the steps to be completed.  A green checkmark will appear next to each step when that step is complete.

  21. After all four steps in the Transaction Log are complete, a link to a PDF of the transaction log will appear and the Funding Status will change.

     

    If the transaction was successful, the Funding Status will be "Obligated".

  22. Click the Go to Home button to return to the home page.
